If I had a Windows-based PC, I'd choose PSP anyday over Photoshop. However, since I have a Mac, I cannot use PSP and do use PS Elements and I do love it and love to learn more and more capabilities.
You cannot go wrong by purchasing PSP to learn digital designing. You'll love it.
