I was also wondering why you couldn't use any of the Microsoft software if you are running a version of Microsoft windows as your operating system. Is it down to the fact that you are only running the "Vista Home Basic" because you've got a very low spec system that won't cope with any of the larger Microsoft packages?
Microsoft Publisher is the software I would do something like this in, but I believe that Vicki is wrong in saying that it should be on your computer. Many low spec PCs use to come with MS Works on them, possibly MS Word, but not a full version of the higher end MS Office package, most didn't have even the Student version. These days they seem to have a cut down version of Office, or an Office trial version of the Home and Student version.

here - you will see that Publisher, for some strange reason known only to Microsoft, is only available in the highest end "Office Professional" package, or on its own. It would be very rare indeed for the Office Professional to come on a new PC, especially for one running Vista Home Basic. Unless Microsoft have been doing widely differing deals with computer manufacturers elsewhere in the world. You can check whether your PC actually has a high enough specification to run the various versions of the Microsoft Office software on the MS site -
